Horacio Torres Sánchez majored in Electrical Engineering from Universidad Nacional de Colombia, Bogotá campus (1975, thesis «Análisis del sistema eléctrico Torca-La Mesa»), holds an M. Sc. in Power Systems also from UNALco (1985, master's thesis «Transitorios en un seccionador de SF6») and a Ph. D. from Technische Universität Darmstadt (1978-1983, work «Der transiente Vorgang zum Schaltverhalten von Trennschaltern in SF6 GIS»). He is an emeritus professor at Universidad Nacional de Colombia since 2002 and belongs to the PAAS-UN (Research Programme on Signals Acquisition and Analysis) at the Department of Electrical and Electronic Engineering at the Faculty of Engineering, Bogotá campus.
Professor Torres was the Vice-Rector of Research at Universidad Nacional de Colombia between May 2006 and 2007.
